Synopsis

The chapter opens with a noble claiming ownership of the Maritz Wetlands based on an old administrative division. However, the developers, led by Lloyd Frontera, rebut this claim by invoking a special land law that rewards reclamation efforts. Lloyd cleverly plants seeds to meet the requirements of the law. He uses strategic methods to attract people to the area, driving up the value and making it a profitable venture while the neighboring landowner is full of jealousy.
