Synopsis

The chapter begins with the impending execution of a notorious villain, Seunghwan Hwang, in Ruculus Prison. During the execution, an EMP strike disables power, freeing the prisoners and resulting in a riot and the death of the protagonist’s brother who was a corrections officer. The government asks the hero to suppress the riot, but he agrees only if he can do so as an executioner, not a hero. He then enters the prison, assuming his brother’s role and vowing to execute all the prisoners.
